outline: 0px; clear: both; min-height: 1em; visibility: visible; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); visibility: visible; box-sizing: border-box !important;"> 大中银行本是一家典型的四川地方银行。因力图扩充北方营业，兼便与中央接洽注册领照等事起见，因而推举孙仲山总理华北行务。于是，1919年孙仲山正式在北京前门外大马神庙设立“四川大中银行北京筹备处”，报财政部注册，资本为100万元。开业以后，四川股东推举孙仲山为北京大中银行总经理。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; visibility: visible; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); visibility: visible; box-sizing: border-box !important;"> 创办大中银行，离不开北洋政府的财政部。大中银行创办之初，与北洋政府的财政部两位官员的鼎力支持有莫大关系。一个是李思浩。曾在清政府盐政、税务机构任职。民国成立后，先任北洋政府财政次长兼盐务署署长，1919年任财政总长兼盐务署督办。1924年段祺瑞复出，再任财政总长兼盐务署督办。一个是章佩乙。早年与湖州陈其美交游，后加入同盟会，并任职于上海新闻界。段祺瑞主政北洋政府时，应邀出任财政部钱币司司长。钱币司的职能，相当于现在的中国人民银行。</span></p><p style="vertical-align: inherit; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 1921年，张弧由币制局总裁。调任财政总长。当年年底，时值新旧年关，正是政府用钱之际，可军政费用都没有着落，张弧为此一筹莫展，不得不向北京各个银行借款八百万元，以解燃眉之急。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 张弧代表政府，向孙仲山提出借款要求。借款包括两项内容：一是大中银行直接借款八十万元接济政府；二是大中银行向财政部出具二百数十万存单，政府凭借存单作为抵押，向各个银行申请贷款。双方订立借款合同时，约定财政部在次年发放的一月份盐余项下尽先偿还。所谓盐余，是旧中国每年盐税收入中扣除付外债本息和支付盐务行政经费后的余款。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 这项借款，是政府借款，既有政府的信誉担保，又有盐税节余的还款担保，且时间只有短短一个月，还款无疑具有可靠保障。经过全面评估，孙仲山认为这项业务“当可无虞，公私两益”，于是毅然承诺，调集总分行十一处存款以应政府缓急，并另行代财政部出具大额存单。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 然而，原来借款合同约定的计划根本无法兑现。接下来的情况更是糟糕。1922年4月，第一次直奉战争爆发，结果直系击败奉系，独占了中央政权，张弧作为奉系的心腹，因受累而被革职。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 孙仲山首先想到了张作霖。1922年5日，张作霖败退出关。孙仲山立即赶赴奉天，很顺利地从张作霖处借款数十万元，于是先将北京大中银行恢复营业。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 同时，孙仲山前去向吴佩孚部解当时贷款救济政府年关军政费用的经过，打消误会。吴佩孚本来与孙仲山有旧，立即电令财政部按约还款。可是，当时北洋政府中央财政异常拮据，无力偿还这笔巨款。直到1924年，最终经过法院判决，大中银行借给政府的款项，一律由财政部承担还债。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 1924年9月至10月就爆发了第二次直奉战争，最终奉系控制了北京政府，政府内阁屡经改组，原来确定的还款计划不得不再次停顿。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 1927年6月，张作霖入京组织大元帅政府，阎庭瑞出任北京政府潘复内阁财政总长。孙仲山因协助阎庭瑞理财有功，张作霖特许在出口税的增收部分中，安排拨还大中银行借款。可是，1928年6月4日发生皇姑屯事件，张作霖乘火车被日本关东军预埋的炸药炸成重伤，当日送回沈阳官邸后即死去。同年12月29日，张学良向全世界通电，毅然宣布东北实行易帜，接受南京国民政府领导。不久，阎庭瑞下野，转身实业，所有商订的还款计划，遂概停置，拨还大中银行旧欠的事，亦随之未获实现。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 1930年7月，北洋政府南迁，合并入南京国民政府。对于北洋政府财政部所欠内外债务，南京政府财政部虽宣言承认，但须视国库存款有裕才能偿还。到1935年底止，财政部欠大中银行款项本息共计已达2870多万元之巨。好在财政部体谅大中银行的艰难，准予拨还旧欠，从此，这笔拖延了十余年、让孙仲山费尽心力的巨额欠款，终于归还给了大中银行。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 重庆怡丰银行，由原刘湘的军需处长唐棣之开办。原来，1947年孙仲山接办了怡丰银行，自任董事长。孙仲山是金融界资深的老前辈，重庆金融界久慕其名，孙仲山接办怡丰银行之初，业务颇为兴旺。然而，当时临近解放，重庆局势相当混乱，银行面临恶劣的生存环境。</span></p><p style="vertical-align: inherit; outline: 0px; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; font-size: 14px; color: rgb(109, 109, 109); box-sizing: border-box !important;"> 1949年9月，怡丰银行会计主任徐成祥，在外揽了一笔数额相当巨大的存款，存人怡丰银行，后又利用会计的职权，将那笔款私自取出，兑换成黄金，携带潜逃。原来，那笔款是国民党军队的军需用款，到时来取，怡丰拿不出来。多次延期，怡丰均无法偿付。此时，重庆已经不能久留。一天下午，孙仲山包了一只小木船，连夜赶回长寿。没过几天，重庆、长寿均宣告解放。</span></p><p style="vertical-align: inherit;
