1.要求建立政府、学校、家庭齐抓共管的溺水防范机制，为维护人民群众生命财产安全提供制度保障;

2.明确教育、人力社保部门、学校和新闻媒体具有防溺水警示宣传教育的责任，公安、交通、水利等部门要向乡镇人民政府、街道办事处提供危险公共水域范围;

3.要求建立健全防溺水劝导和水边巡防机制，规定水域巡防人员对无成年人陪同的未成年人，可以采取劝离等安全保护措施，并通知其监护人、属地派出所、村（居）民委员会和学校。

1.明确在水域举办一千人以上的大型群众性活动，承办者应当按照法律、行政法规的规定提出申请，取得公安机关安全许可;
</p>

2.规定在水上举办参加人数三十人以上或者在其他水域举办参加人数二百人以上的非大型群众性活动，承办者应当提前向活动地公安机关报告，其主要负责人为安全责任人;
</p>
<p>
3.明确体育主管部门、户外运动项目管理中心和相关协会应当加强对游泳、皮划艇、摩托艇、浆板等群众性体育健身活动指导和监督管理，公安、交通、应急等部门和消防救援等机构在各自职责范围内负责有关工作，以加强对水上群众性体育健身活动的监管。<br/>4.为了保障水上公共交通安全，新《条例》规定禁止利用艇、筏等工具在水域围靠、追逐客运船舶兜售商品。违反本规定，由公安机关对违法行为人处二百元以上一千元以下罚款。
