国家药监局制定《化妆品网络经营监督管理办法》，自<strong style="outline: 0px;">2023年9月1日起</strong>施行。《办法》规定了<strong style="outline: 0px;">化妆品电子商务平台经营者</strong>开展实名登记、日常检查、违法行为制止及报告、质量安全重大信息报告等管理责任要求。<strong style="outline: 0px;">平台内化妆品经营者</strong>应当履行的进货查验、产品信息展示、风险控制、问题产品召回、产品贮存运输等义务。《办法》提出，化妆品电子商务平台经营者应当要求申请入驻平台的化妆品经营者提交<strong style="outline: 0px;">身份、地址、联系方式</strong>等真实信息，进行<strong style="outline: 0px;">核验、登记，建立登记档案</strong>，并至少<strong style="outline: 0px;">每6个月核验更新一次</strong>。化妆品电子商务平台经营者对平台内化妆品经营者身份信息的保存时间自其退出平台之日起<strong style="outline: 0px;">不少于3年</strong>。

<span style="outline: 0px;font-size: 17px;">为贯彻落实《国务院办公厅关于上市公司独立董事制度改革的意见》，优化上市公司独立董事制度，证监会发布《上市公司独立董事管理办法》，自<strong style="outline: 0px;">2023年9月4日起</strong>施行。修改完善后的《独董办法》共六章四十八条，主要包括以下内容：一是<strong style="outline: 0px;">明确独立董事的任职资格与任免程序</strong>。二是<strong style="outline: 0px;">明确独立董事的职责及履职方式</strong>。独立董事履行参与董事会决策、对潜在重大利益冲突事项进行监督、对公司经营发展提供专业建议等三项职责，并可以行使独立聘请中介机构等特别职权。明确独立董事通过独立董事专门会议及董事会专门委员会等平台对潜在重大利益冲突事项进行监督。要求独立董事每年在上市公司的现场工作时间不少于十五日，并应当制作工作记录等。三是<strong style="outline: 0px;">明确履职保障</strong>。四是<strong style="outline: 0px;">明确法律责任</strong>。五是<strong style="outline: 0px;">明确过渡期安排</strong>。对上市公司董事会及专门委员会的设置、独立董事专门会议机制、独立董事的独立性、任职条件、任职期限及兼职家数等事项<strong style="outline: 0px;">设置一年的过渡期</strong>。</span>
